Charles Alvin Levi was born January 15, 1904 in Denver, Colorado. Before joining the Navy on 26 July 1942, he worked as a welding foreman Fort Worth & Denver Railroad. He served in the Construction Battalion at Norfolk Naval Operating Base, Virginia as well as in the 85th Construction Battalion in World War II. G. A. C. Halff was the son of Solomon Halff, early Texas merchant, and Fannie Levi. Solomon Halff was the president and majority stockholder of the A. B. Frank Company, which specialized in wholesale dry goods. G. A. C. Halff followed in his father's merchandising footsteps, eventually taking over the presidency of the company.
